1.1 What is the title of your proposal?

Provide the official name of your project as it should appear in governance voting.

Hub-Network Liquidity: A Protocol for Indexing and Participating in Action-backed Value

1.2 Executive Summary

Provide a high-level overview of the problem, solution and impact your overall proposal is providing with reference to Cardano’s vision. Remember this is the first thing DReps will see.

Current DRep-supported Cardano Vision:

“Cardano is the most secure, reliable and censorship-resistant blockchain for mission critical applications to power economies and societies of the future.”

Wada and Prisma have been in close collaboration for multiple years, delivering programmes that facilitate the formation of teams working on local systems-change. By leveraging Cardano for verifiable measurements of real-world impact, these teams are growing economies of participatory action, aligned around genuine ecosystemic health indicators. Cardano Africa Tech Summit proved this partnership can scale. Now, we’re launching into the next stage of this journey. With pre-financing from the treasury, we’re going to implement a publishing protocol to aggregate these value signals from the ground to the level of the hub network, creating a single financial instrument that represents the value of the whole, as a means to engage institutional sources of capital. This funding would enable us to demonstrate liquidity across the full-stack, from hub-network gateway to on-the-ground teams and back up, aiming to be able to pay a return to funders in the form of Revenue Participation Certificates. We are aiming to radically shift the relationship between grassroots innovators and sources of capital, enabling community-led values-system development, and redistribution of vital resources toward life-centric economies.

1.3 Track Record — Why are you best suited to deliver this work?

Describe what previous experience and expertise you or your team have which is relevant for your proposal. Focus on proven history of delivery, mention previous successful proposals, mainnet deployments, or relevant enterprise experience.

Prisma and Wada have spent several years co-delivering programmes that build the capacity of grassroots teams — primarily across sub-Saharan Africa — to organise, document, and account for real-world systems-change. This proposal is the next stage of work we have already begun together.

Programme Delivery at Scale Over 110 teams have been incubated using Prisma’s event-organising framework, spanning both facilitated and remotely-trained cohorts across community centres in sub-Saharan Africa. Facilitators have been trained via online calls to run the full programme independently. Participant feedback consistently reflects deep engagement and sustained commitment to project development — often independent of future funding certainty.

Technical Infrastructure To support these programmes, we have built and deployed a publishing stack that enables hubs to produce data-backed accounts of their organising process and impact. Over 45 hub deployments have been made, distributing two core applications: a static-site generator for structured documentation, and a Telegram bot backed by a graph database for agent-centric, real-time, voice-based contribution accounting. Each deployment is authenticated via a signed Cardano transaction — providing on-chain verifiability of hub activation as a primitive for the broader publishing protocol this proposal seeks to fund.

Proven Cardano Partnership The Cardano Africa Tech Summit demonstrated that the Wada–Prisma partnership can operate at scale within the Cardano ecosystem, convening stakeholders and validating this programme’s relevance to Cardano’s continental and governance ambitions.

Institutional Readiness The architecture underpinning this proposal — hub-level publishing, network-level aggregation, and a financial instrument representing a productive, action-backed economy — has been designed from the ground up to interface with institutional capital sources. This is not a speculative model: the publishing stack, team formation frameworks, and deployment infrastructure are operational. This proposal funds the next integration layer. Revenue Participation Certificates provide the return mechanism for seed investors — converting treasury pre-financing into a replicable model for community-led capital, rather than a one-time grant.

1.4 Proposal Duration

How long will your proposal need to be fully delivered? Or, if you are requesting funding for operations, how many months will this budget cover?

Provide an estimated duration from the start of the work to completion. Or if your proposal covers ongoing operations or services, specify the number of months this budget is intended to support.

Six months. The team formation work — the hardest and longest part of this process — is already complete. Over 110 teams have been incubated through the Wada-Prisma partnership and the Cardano Africa Tech Summit cohort. This proposal focuses narrowly on implementing the publishing protocol to aggregate their activity into a single financial instrument and demonstrate the first full-stack liquidity. We are writing code on top of foundations that already exist, coordinating with the most advanced teams who are already close to generating real-world market demand.
